PCB Chairman Ijaz Butt Is Not 60 Years Old????

We Often hear that PCB Chairman Ijaz Butt is 74 Years Old But Recently PCB has retired all of its Workers that where over 60 but Ijaz Butt is still there. It Means Ijaz Butt is Not even 60 Years Old?  And if not why he is not retired?
